The "discoverer" Barry Clifford, is not trained as an archaeologist, but has played one on TV. He has announced multiple times the discovery of
remains of what may be the pirate ship Whydah. This is the second time h has announced the discovery of the Santa Maria.
Clifford has found the remains of a number of shipwrecks, some famous and has figured in the preservation of several.
The other principal person mentioned, CharlesBeeker, is a real university professor who has worked on many underwater sites and publishes his work. He does solid preservation work and has researched and written nominations for several to be listed on the National Register of Historic Places.

The article has several historical errors concerning the Santa Maria, as does the Wikipedia article on the ship. If these are examples of the work of Clifford's team (there are similarities between them) they show shoddy historical research or are intentionally misleading. So hype appears to be present, but there may be some substance to the discovery. I hope that Haiti, and Clifford, will now progress to a exploratory excavation done by archaeologists with a solid background in the period.
Any ship of the early period of exploration may yield important information and deserves the utmost in long-term, meticulous study and care.
