  • 1778 Capt. Philemon POWNALL, with Lord HOWE's fleet. 1769 Capt. James HOLWELL. During June a French frigate anchored in the Downs without giving the usual compliment to the British flag. Capt. HOLWELL, who was senior officer present, sent an officer on board to demand the salute but the French captain refused to comply; upon which Capt. HOLWELL ordered the HAWKE sloop to fire two shot over her, upon which he saluted.
