On Michael Phillips web site he has a section that says when a First Rate ship of the line is used as an Admirals Flagship the complement is increased by 25, Vice Admiral 20, Rear Admiral 15.
Are these numbers considered Flag Staff?
What duties did these personnel perform?

It was known as "admiral retinue" mainly (up to 1796) "young gentlemen" in training, rated "admiral's servant", and I suppose some ancillary help.
