I recently found a document that states the United States 36 gun frigate Congress had a total crew, including marines of 416 in 1821.
William James states that in January 1813 the crews of the 18 pounder 36's were increased to 284 total men, is this the largest number of men to ever serve on a British 36 gun frigate?
Which portion of the crew obtained the increase in men to establish 284 men?

I am not sure that you can compare the establishment of the US frigates and the British ones.
I think that the US version was far bigger than the British vessels.

I'm not comparing the establishments of the different frigates of the two countries, I'm working on three different ship designs and want to use the largest crew establishment for the 36's from the two countries to establish a guideline for the last two ships, if anybody can help me I'd appreciate it.
